Under the Basic Law, the only requirement we have is that the Secretaries of Government (Directors of Bureaux) and the Heads of Disciplined Services should not hold foreign right of abode. As for their deputies, in the 11 years since the Handover in 1997, the Police Force, the Immigration Department, the ICAC and the Customs and Excise Department have always allowed their Deputy Directors (and Deputy Commissioners) who are permanent residents of Hong Kong to act as Directors from time to time. There is no requirement that they should not hold foreign right of abode. We believe that as permanent residents of Hong Kong, these Under Secretaries, like their public service counterparts, will have full and ample commitment to serve the people of Hong Kong and the community.

在一九九○年訂定《基本法》時，整個香港特區的架構，不論是行政、司法或立法，已定下需要那些高層人士只擁有中國國籍及香港永久居民身分；政府方面是主要官員，包括司長、局長以及紀律部隊的首長。在過去十一年，這套安排都是很穩定的。在副局長方面，以《基本法》為基礎，並沒有要求他們只可擁有中國國籍及香港永久居民身分，也沒有要求他們放棄任何外國的永久居留權。
