The main difference is Human Resources Management (HRM) is more wide globalize than personnel management.
Personel management (PM) is more internal rather than external:
for example: PM is mainly involving recruitment, training, reward system, motivation, job design and work environment.
While HRM is not only including above points but is also advance in future. For example, the HRM should consider the organization future develpment to set human resources planning.
