Technically they are the same school because they are in the same system.The main difference is SUNY is a state university and CUNY is both a state university with community college. And all CUNY are located in New York City.
So it is up to you which one you want.
SUNY costs about USD$10,000 per year (tuition only).
The recognition of the degree depends on who review it. So there is no definite answer.
