Do you know what is a "bare infinitive"?
The "be" in "be + present participle(verb+ing)" is not a bare infinitive. It is the base form of the verb "be". When do we have to use the base form of a verb? After modal verbs?

進行式、未來式。

例:
1) I am returning the books. (現在進行式)
2) She is hitting the bed soon. (未來式)
