Negative charges are due to presence of free electrons, i.e. a surplus of electrons. Positive charges are due to presence of positive ions, i.e. omission of electrons.

It is because of friction that causes a movement of electrons from the carpet to your shoes.
You won't feel shock because the charges are static (immobile). They just stay at your shoes. This is because of this property that these charges are called "electrostatic charges".
When you happen to touch a metal, there is a potential difference between your hand (which is earthed, and hence at zero potential) and your shoes (which are negatively charged). As a result, charges flow from your shoes through your body to the metal (to earth). Thus you get a shock.
