What is the difference between 特 委 裁 判 官 and 裁 判 官?
Are they both need a law degree to start with?

1. simply put, Special Magistrates are "part-time" magistrates. they are practising lawyers who got commissioned by the JORC (judicial officers recommendation committee) to sit in magistrate courts and hear cases.
their term of appointment is three years and within those three years they have to sit for 3 weeks per year.
magistrates sit full time at magistrate courts.
2. yes, according to the magistrates ordinance both magistrates and special magistrates have to be qualified as a barrister or solicitor and have at least 5 years of experience.
