You are asking for getting "civil wedding marriage" in Philippines ?

and done within 2 weeks of time ? ofcourse, it can !

I had personally accompanied my friends to inquire, process, witness for the whole civil wedding in actual ! And got the copy of NSO (National Statistic Office) filed marriage certificate !

For our experience:

1. you may need few days to have the marriage license from the civil registrar, but you can pay them some cash for rush processing.

but not all cityhall official are that strict to follow the rules and need the marriage license!

at our case: my friend is also a foreign citizen like you that got married to a Filipino, but we don't have or apply for any marriage license, and also not submit it.... in our case.

2. Go to the city hall at your place, and then ask where the dept. or the office for civil wedding is located

3. submit there your marriage license, even don't have marriage license yet, just give the copy of NSO certify birth certificate of your spouse may do (in our case), then after fill up a form they will get it to the processing and schedule the date for your civil wedding ceremony.

4. Go back again on the schedule day to have the civil wedding ceremony with the witness (if you have), then pay the necessary fees.

we done all of this for only 2 days !!

5. Go back again after a week to have your copy of NSO certify marriage contract,

That’s simple as it is !!!

Possible. Marriage license will be released 10 days after application.
Make sure that all the requirements in acquiring a marriage license is complete.
If you're US citizen marrying Filipina you need:
Affidavit of Lieu or Legal Capacity to Marry (get it in Manila US Embassy early in the morning, takes less than an hour, release same day)
and of course other given documents like you and your partner's original birth certificate, IDs etc.
Make sure all the documents are ready and 14 days will be fine.

You really need 3 weeks.

It is possible but very tight. as long as you have all the required documents ready the moment you step in the Philippines and head straight to the local civil registrar of the municipality where you intend to get married. once your application is accepted(that very same day) book your weeding with the mayor's office or the judge. 10 working days is required for your license to be approved. Just hope there will be no technical problems. otherwise you'll have to extend.

I'd say it will be better if you have 3 weeks.
And make sure the documents of your spouse to be are ready as well.
You'll still have to go though some family planning seminar which is a pre-requisite for the license.

Honeymoon will be very very short!!!!
