lay 的其中一種用法

我睇到一篇文章的一句句子寫:
" critics lay the responsibility for Hong Kong's over-weight youth at the door of outlets for westernfast-food"
我對當中 lay的用法有點疑惑

查過字典 其一種用法和以上情況很相似
" used with some nouns to give a similar meaning to a verb"
example1: They laid all the blame on him(= they blamed him)
2: to lay emphasis on sth (=emphasize it)

其實咁lay在這用法上是否無特定意思??
如要以字典中的表達 那句子可否寫作:
The door of outlets for Western fast-food responsible for Hong Kong's over-weight youth.

但當中的responsible不是verb!!
請各位指正一下!!!

1. In that sentence, lay is in present tense. It is not the past tense of lie.
2. 如要以字典中的表達 那句子可否寫作:
The door of outlets for Western fast-food responsible for Hong Kong's over-weight youth.
NO. This is not a sentence. There is no main verb. Critics blame western fast-food, not western fast-food outlets nor their doors. Besides, you have missed out "the critics".

3. 這個句子的意思是:
“批評者將香港青年過重的責任放在西式快餐食品的門上”
所以lay 在這個句子的意思是 “放在”
