Circular is way better. This is why almost all ancient columns are circular as they will last the test of time, i.e. no sharp corner for stress faults. See http://en.wikipedia.org/wiki/Column . There are more circular columns used for bridges and overpasses than any other shape.

Circular is slightly more efficient because a circular column will have slightly less material than a square column with the same moment of intertia.

Square columns tend to be slightly less expensive to construct, but the decision usually comes down to whether the architect thinks circular columns or square columns work better asthetically and in terms of fitting in to the space.

Circular column is better both aesthtically and structurally. furthermore circular section will have uniform torsion characteristics

Ben O is correct. Circular columns are much more efficient that rectangular columns reqardless of MI. The MI is always less in the weak axis than in the strong axis, there is no way rectangular columns can equal strength in each direction for the same loading conditions. For round columns, the MI is always the same regarless of how the load is applied.

Bill is correct. As long as they both have the same moment of inertia, there is no difference.
