...which is 0.115384615 with all repeating except the first "1".

To solve 1/4 (3/y+2) = 7...

Multiply both sides by 4 to get rid of the parentheses:
3/y+2 = 28

Subtract 2 from both sides to get the variable term by itself:
3/y = 26

When x/y=z, x/z = y. So since 3/y=26...
3/26 = y
y = 3/26
