句子分析:如何判別到底是主詞修飾語或者是動詞呢？
各位大大好，小弟我剛剛在看Newsletter，看到了一句話如下↓：
if reforestation incentives included in pending climate legislation are passed into law.
↑請問真正的動詞是"included"嗎？我覺得應該是啦，因為如果是主詞" reforestation incentives "修飾語的話，那應該得改為including吧！？
那這樣的話，為什麼會有are呢？are是另外一個句子的動詞嗎？可是那是in帶頭耶。
"in"是介係詞，照道理說～～應該只能夠接名詞或者是動名詞，這樣子形成一個句子合理嗎？
就是以上兩個句法問題，感謝大大專家解惑囉

因為主詞是areif reforestation incentives (included in pending climate legislation) are passed into law.
括弧裡面的代表修飾前面那個主詞reforestation incentives
和
the pigs (which are crazy) are mine.的方法一樣

那個括弧好像叫做補語吧就是老師都會括弧起來啦形容前面那個主詞啦

而這一句是形容詞子句簡化而成的分詞構句，原句如下：
... if reforestation incentives [(which are) included in pending climate legislation] are passed into law.
所以are就是這一句從屬子句的主要動詞！換句話說，它的主詞就是reforestation incentives 囉！看，這樣就有match到了，對不對？
