In part depends on what part of Toluca Lake. It tends to be safest where the big homes are, but it's not as safe as one might think for the cost of homes, it's similar to neighbor North Hollywood. But it's fine, just have good locks, pay attention to your surroundings and don't walk around after dark by yourself. Even in the safest neighborhood in LA you have to be careful.

yah, pretty much anything near the mountains is safe (cept for a few places) this doesn'tinclude natural hazards though of course which increase in the mountainous areas
