You cannot do anything........if your green card was expired and you do not renew it nor was you in US, your permanent residency should be loing cancelled.
The only thing you can do is to re apply the way you got US Greencard the first time. or have any US relative to apply for you. Except if you get greencard by married the first time.....
If not, you can try and explain to immigation why you did not settle in US, being in financial trouble is not a reasonable answer.

Other than that, you can reapply anymean if you have any relative living in US as US Citizens.

This is not an valid answer as you were not missing anything in the US. Financial Situation is something you aware of BEFORE and AFTER you get LPR. All in all, only 2 valid reason i heard of that you can apply waiver for that. You either have a very sick relative oversea or your work need you elsewhere, otherwise, that just not good enough

That is for Ex-US Citizens who gave up their CITIZENSHIP because either political prosecution or because of gaining another Citizenship that do not allow dual citizenship and they want to be US citizens again, if all you have is LPR, you cannot apply them.

even you green card is expried, but you never state that you released your US residency statue. so offically, you still a green card holder with an expried green card.

It does not sound like you lose the permanent residency.

Check your Permanent Residency Card (Green card) and see if it is expired.

If not, and you still have it, you should be fine.
