須明白為何不是以不影響服務的形式進行
因為有兩個否定式
not being done
not to impact services
所以翻譯時會有點不能說很暢順
其實簡單點就是
(We) need to understand why it is done in a manner that impact services.
這樣會不會容易明白一點呢?
