當中間的是指某人時，即是 blow sb up 時，解釋為︰

(口) 訓斥某人

至於 blow sth up，即是中間為某物件時，解釋為︰
blow sth up

炸壞某物

給某物充氣
例句︰This tyre's a bit flat; it needs blowing up.

多美的照片哪！作怎麼不把它放大呢？

(口)誇大某事物
例句︰The whole affair was blown up out of all proportion.
整件事誇大得走樣了。
而你的問題中，是 [blow them up]，即是指他們，亦即是 somebody，指的是某人，所以是第一個解釋。
∴ blow them up → 訓斥某人
