Without the subject, we may place the word after " bills".

( no subject here) post NO bills<--------------

post no bill = do not post any bill
這是寫作 style 用法： no = do not .... any (or anything)
例 1: see no evil, speak no evil, hear no evil = do not see anything evil, do not speak anything evil, do not hear anything evil
例 2: make no mistake = do not make any mistake
