Wearing black cloths could lose heat betterthan white clothes is true if and only if you are staying in an environment at temperature lower than your body temperature, e.g. in an indoor environment.
However, if you are staying under the sun, the reverse is true. Because the sun is at a higher temperature than your body (i.e. more specifically, the infrared spectrum of the sun, which composes of mainly near infrared, is of energy much higher than that of the infrared spectrum of your body, which is mostly far infrared). White clothes could reflect the heat (near infared) from the sun far batter than black clothes. Therefore, you would feel more comfortable in wearing whilt clothes under strong sunshine.
Having said that, be aware that to have comfortable feeling in a hot summer day actually depends on a number of factors, the absorption of heat by clothes is only one but not all of these factors.
An important factor is the relative humidity of the air, which governs the evaporation of sweat produced by your body. One would feel more comfortable in a dry air environment than in a wet one. Other factors include the wind speed in the surrounding air, and the temperature of the environment (radiant temperature).
