1. In Vancouver, Canada (where I came from), children who like to read a lot can read Harry Potter as young as age 10 or even sooner. As long as their interest in reading is great, no book can become a problem.
2. I've also seen young children from an HK international school reading books as difficult as Harry Potter.
3. Harry Potter himself was 10 years old when the story begins. I think J. K. Rowlings intended to have young children read her HP series.

1. I know many schools in HK do an average job teaching youths English. Because HK is a Chinese speaking place, likely most youths are not equipped well enough to understand Harry Potter series.

If your Form 1 student picks up HP and finds it interesting, by all means read all the HP books. Later HP books do get more difficult, since Harry's magical world is also getting more complicated. But it will be a wonderful challenge for someone so interested.
If the student can understand the plot and the actions in the story with help from teacher / tutor, by all means help the student read through the books. It is a great chance to learn the hidden puns and ironies in the books, so the student can enjoy reading more.
BUT, if the student finds the books too discouraging or dispiriting, don't force it. Give the students books around or slightly above his current understanding of English. Let the student watch the movies first -- perhaps that will change his mind.
