LOLOLOL WHO TOLD YOU THAT NONSENCE?!
The Harajuku Girls were created in 2004 and a band that I know that describes themselves as harajuku was formed in 2003 (An Cafe describes their genre as harajuku/dance rock/NYAPPY! or visual kei/oshare kei). So how can a band that's been INSPIRED from a fashion be CREATED by a girl who thought of it a whole year later? Modern Japanese street fashions dates back to the 80-90's.
Also another flaw in that statement is that how could an American make a fashion that's popular in Japan while back in her own country only a fraction of the population has heard of it?
The American version of Harajuku is so differnt from the kind in Japan because in Japan their street fashion is "over the top" (Lolita and Visual Kei ect.) while in the US if someone is to imitates it, it's more toned down.

I would say the only people who can pull this style off in America would be the people who have respect to the culture and are possibly outgoing.
It's true that Japan borrows ideas from European counties. It is also true that European countries borrow things from Japan. In this situation Gwen Stefani wanted to bring back some culture and change it to make it her own. No one can say that Stefani brought it to the US because I'm sure that people have already heard of it before.
If you want to get technical harajuku can be both broken down into groups (ALL fashion seen in the district) and it can be it's own style.
