As the person above saids, you should really apply your husband to Canada when you are in Canada......

The only way you can do is apply though Canadian Consulate, you can lodge your application though Hong Kong Office. Then wait in HK until Marriage Visa have issue and you and your husband need to LAND TOGETHER in Canada

The Visa process outside Canada is somewhat between 1 year to 18 months.

I do not recommend you two get visa done in Canada cos as the person above said, tourist visa is not immigration visa. And if you say you have a wife which is a Canadian Citizens in Canada, 100% your tourist visa will not be granted.

However, you also cannot lie, cos when you apply Marriage Visa in Canada, the CIC will know you have already married in Canada way before your tourist visa being granted (You need to show proof of marriage). That is a big declaration saying 'I LIED ON MY TOURIST VISA DECLARATION" They can cencel your tourist visa and deport you just for that.....Does not matter if you are applying for a Permenant residence.
