I think they are trying to find better-educated people to enter in recent years. In the early rounds, they interview potential contestants in English, Cantonese, and Mandarin. They also test talent in areas such as music or sports, etc with difficult challenges. Of course there are always rumors that certain girls from well-connected families become finalists or the "best" girl never wins because her Miss HK duties would prevent her from participating in TVB events/shows.
