Please be attention that make a copy of this letter & ask bank staff to acknowledge the copy to you (add the bank's time chop is preferable).

For safety reason, the first thing to do is to instruct the bank to remove the name of the resigned director from the authorized signatories list, and all the others can be done later until all the necessary supporting documents are ready.

You have first convened a directors' meeting to transact the resignation of a director and an appointment of a new director. You have to notify the Companies Registry by filing a form on Change of Directors. This form together with minutes of directors' meeting on how the bank account will be operated in future, particularly the signing arrangement, are required by the bank. The bank usually does not concern much on the change of shareholders unless there was a previous arrangement on financing. The newly appointed director has to go to the bank for the change in signature in front of the bank staff for verification purposes. I suggest you should talk to the bank for their requirement, as this policy is different from one bank to others. A letter to them is insufficient for reasons as stated above.
