There is a couple of point you need to know before you start doing anything.
1.) Working in IT does not necessary qualified for the Occupation in Demand List. You need to specifically work in the field that were listed in the MODL List to claim the points.
But proofing that you have sufficient knowledge as well as experience to feature in the MODL list is not as simple as it may seems. You need support proof that demostrate you have both skill and experience to work in MODL skill. To work that out, you better consult with a migration agent
2.) Migration law is a very complicated issue, normal people usually do not know what the rule are or what the specific term mean, if you were confuse with term and information from just reading what they have in their website, then i can only suggest you to find a migration agent to take care of the application. Because, it is 10 times as complicate as you read though the instruction from immi website when you actually got to do it.
That's what i am gonna say here. Don't be because you want to save a couple of thousand and ruin a perfectly good application. At any point, if you are unsure, it is worth to spend whose hundred or thousand of dollars to find an expert who can, afterall, it is your life you are talking about.

OK, i totally understand your stance, afterall 20 grand is not a small amount of money, but, you also need to remember, just the visa application alone would you more or less the same amount of money (After you count all the expense like skill assessment, health check, IELTS)...

If you look closely on the MODL list, Not all IT are in the List, you need to demostrate that you have been working in that particular field and you have enough training on that field.

This is not just you say and he say, there are A LOT of document involve both academically and commercial, this alone will take half of your preparation time. And if you pay for everything and turn out you fail the skill assessment, let me remind you there are no refund at this point....

About the agency fee, you can still shop around or you can try and see if there are agent only help you to apply, not apply for you, that will save you heaps.

Okay, say you do accounting instead of IT(Cos accounting is easier to explain), Accounting is, infact on MODL list. But not everyone who did Accounting in University can pass the assessment.

The reason being, there are just too many professional requirment you need to fulfill, it does not only just match up what you have and what is in the list. You also need to consider it subject by subject, year by year in experience.

You know, some agent work on pro-rata basis, that is, they charge you by hour, so, for some simple stuff (Such as health Check), if you don't require their service and you will not need to pay for it, it will save you heaps
