For a ratio (x:y), can x & y be negative number?
For example, (-2:-3), (3:-8)

Of Coz it can.
In your example it means when x = -2 , then y = -3
and when x = 3 , then y = -8
In your example it means when x = -2 , then y = -3
and when x = 3 , then y = -8
