In theory, both can work on the moon. It is only that a beam balance will give an accurate reading on the mass of an object to be "weighted", wheres a spring balance will give an underestimation to the mass of an object on the moon.
However, the reading on a spring balance on the moon truely reflects the "weight of the object on the moon", which is expected to be lower than that on earth.
