最重要係改善營商環境------------如推行減稅、增加擔保信貸、科技支援等政策...還有較宏觀的如CEPA以及改善空氣污染等政策)。

寫ESSAY,建議先寫現實環境，搵出企業面對既困難，再根據果D困難提出政府可以推行的解決/舒緩方案，然後再寫結論。結論方面，個人認為政府角色係經濟差時應該係主動，積極改善營商環境，推出政策，舒解困難，而非完全的不干預政策。
