Strong form and weak form

Could you please explain to me when I should pronounce some words like "I'm, You're, I've" in weak form, when should be the strong form?

when should i pronounce in strong form then? not at all?

你以英文說話時，如要強調某樣事物或動作, 就要用strong form.
其他大部份時間用weak form表達。

always weak in short form, except in question tags.
