I get stuck after combining into a single term. what is the lowest term?

As both the denominators are the same, they cancel each other out so you are left with:

9t + 7y - 2t + 4y

= 7t + 11y

Combine:
(9t + 7y)/(3t) - (2t + 4y)/(3t)
= (9t + 7y - 2t - 4y)/(3t)
= (9t - 2t + 7y - 4y)/(3t)
= (7t + 3y)/(3t)
