Yes and No. Depends on school.
In USA...
Some public schools provide better schooling than private schools while other schools fail to do so. It may be hard for some poor people..but not for all. Some poor people can get scholarships to go to private schools (elementary, middle schools, and higher educ) or take advantage of a new gov't system. What is this gov't system? Pretty much if a public school fails to teach you well, you can go to any private school with the money the gov't gives you. The money the gov't would use to pay for your public educ. Of course, if the private school is more than that amount of money, you have to pay for the rest.
Private schools, on the other hand, usually are better than public schools 'cause of the teachers they can afford and the higher standards that they require. Also, some private schools won't accept students if they don't pass their test. (Public school accepts everybody..which may explain why private schoolers sometimes seem to have better educ.)Lastly, there are some private schools that have bad education.
Also, some poor people surpass others even with poor schooling..because they teach themselves or found ways to learn their stuff.
In Taiwan, it is flipped.
Their public schools are better than their private schools. If you fail to test into the public school or cannot handle the work, you're pretty much forced to pay more and get a worse education...private school.
