The question is why could birds be able to sit on the bare wire safely?

Current could only flow when there is a potential difference. A bird stands on a bare wire acquires the same potential as the wire. There is no potential difference across the bird. As such, no current flows to the bird's body.
An analogy to the situation is that a person would be killed if he falls from, say, the 10th floor of a building to the ground. That is to say, a fall through a "height difference" (analogous to "potential difference")causes injury to a person. However, if the person merely sits on the 10th floor of a building (analogous to "potential"), he certainly would not be hurt. Therefore, only a difference in height (potential difference) would kill, but a height (potential) itself would not.

If A Bird Stay On One Wire,,

The Current Will Not Flow To The Bird,,

Because It Is Not A Closed Circuit To The Bird,,

But If The Bird Touch Two Wire Simultaneously Which

They Carries Potential Difference,,

Then It Is A Closed Circuit To A Bird,,

So There Have The Current To Flow To The Bird,,

So The Bird Will By Electrocuted.
