being用法

The Office og the Ombudsman yesterday released its report pointing
out that
it had received several complaints last year on the HKEAA,
including question setters being negligent when setting public exam papers and being complacent with mistakes.

不可以的原因是：
一簡單句子或 附屬句子是不可以有 2 個 動詞 或 Verb to be ( were).
這附屬句子 ( clause ) 的 動詞是 had received
而 being 是 participle ( 分詞 )
being negligent 和 being complacent 都是一 片語 ( Adjective phrase)，
來形容 前面的 名詞 ( question setters )

由于句子用到 including，所以它的后面就会是 noun 或 noun phrase 来的。

至于句子在用着 being negligent 和 being complacent 是因为 question setters (which / that were) being negligent 和 question setters (which / that were) being complacent 来的。

你是不可以用 question setters were negligent / were complacent的，因为它们不是名词短句 (noun phrase) 来的，而是普通句子的结构 (subject + verb + predicate)。

句子在用着 question setters (which / that were) being negligent / (which / that were) being complacent 其实是个 Passive Past Continuous Tense (was / were being ......) 来的，表达的意思不一样。

其实 question setters (which / that were) being negligent / (which / that were) being complacent 不是 Passive Past Continuous Tense，而是形容词短语 (Adjective Phrase) 来的，就正如 003 所说的一样。

原本的 question setters were being negligent / were being complacent 是 question setters were behaving/acting negligent / were behaving/acting complacent 来的，在 including 的后面就变去以上的 Adjective Phrase 了。
