I'd say the Ming and Qing Dynasty. In earlier dynasties, eunuchs served mainly as housekeepers - overseeing the cooking, gardening, laundry, babysitting, etc. Many of the imperial heir grew up under the care of eunuchs. When the child succeed to the throne, he is still under the influence of the eunuch. In later Chinese history, the emperor/empress was too busy with pleasure (women, opium) or too inexperienced and the eunuchs saw it as an opportunity to advance in power and fortune. Famous eunuchs of those two dynasties include Wang Zhen, Wei Zhongxian, Liu Jin, Li Lianying.

All Chinese Dynasties were famous for eunuchs. Many of them bought from slave Markets as far as Morocco.
