這句話可以改成
1. We couldn't determine whether...
2. We were unable to ascertain whether...
3. We were unable to ascertain the authorship of the reports he submitted.
4. The authorship of the reports he submitted was not easily/readily ascertainable.

Ascertain的基本句法: [人 + ascertain + 事]

本句主詞是we, 為動作的執行者, 動詞不可能是被動的; 但是如果改成需主詞 it 引導的句型: It couldn't be ascertained whether...( it = whether...written by himself), 才需要被動

We couldn't ascertain whether his reports were completely written by himself.
這樣寫才對。主動詞用ascertain。
你原來的句子多了一個be動詞，造成文法和語意不通。

淺見以為除非加了ｅｄ後的　ascertained　可當形容詞，
否則本句應用主動而非被動。
