Should I report this "horse breeder/owner"?

I have a neighbor who lives on about 8 acres. I was friends with her daughter until i realized she had no interest in horses. We live on a road that is located in the middle of nowhere. She has probably about 16-20 horses at her house all the time. She is on food stamps and still has money to feed the horses somehow? She does not board horses. They are all hers. Obviously for the past 5 years she hasn't sold to many fillies or colts. Each mare on the ranch has been pregnant every other year in there life. Her ranch is on top of a swamp to every time it rains the pastures are filled with water then that turns into mud. These horses are forced to walk around in muddy pastures until it dries up on there hooves. That cant be right for them? These horses are rid-able but never are ridden. I just have such a fascination with these animals it angers me to see them this way. I feel like horses should be treated with great respect. Our country was built on the backs of horses. let m know what you think?

if you could specify how to do this it would help me out greatly. I live in michigan i dont know what the animal rights are here if there are any

I have never witnessed this woman beating her horses. But one was abused and she "rescued" it. But if the horses are standing to close to her while she is working out in the pasture she hits them on the kneck and yells at them. She will keep doing this until they stop. She is a small woman. I think that is maybe just her way of training them. I still do not like it thought

I am pretty sure there is a law to how many horses per acre right?

Of course muddy pastures isn't perfect for horses but all in all it doesn't sound like they are living in reportable conditions. You'd want to report it if the animals had clear physical signs of abuse such as open wounds/lacerations especially if they looked infected or if they were living in conditions such as being kept in excessive amounts of manure, very unclean stables, around dead animals, or if they weren't provided with proper housing such as having no indoor area for them to go to. You'd also want to report her if any of the animals were under fed looked like they were all skin and bones or if they have no available water source provided to them when they are out in their pasture.
Otherwise just yelling at them, occasionally having a muddy pasture and not riding them aren't really reasons to report her. Of course you still could report her by calling the ASPCA, local humane society or your local animal control authorities and they'd investigate the situation although if the story is basically how you describe it, nothing else going on, then they wouldn't do anything and it would pretty much just be a waste of their time.

In all honesty, if you feel the animals are being mistreated then you should report her. Animals can't speak or tell anyone that they are being mistreated it is up to people to look after their well being.

Please call the humans society as no living being should have to endure such nasty conditions. You can even do it anonymous as i reported my neighbor slapping and kicking his puppy' after i slapped the man. They can investigate and remove them to loving homes. Thanks for having a conscious as many just turn a blind eye to the madness.

It doesn't sound like IDEAL conditions at all, but if they are generally fed, watered, and in reasonably good health, they are not "abused." You could always "report" her, and maybe someone would check on the horses, but if they are reasonably healthy, I doubt any official action will be taken.

Don't get me wrong, I don't like what you are describing, but are they "abused?"
