question about labeling people?

ok, so here is a police report: A tall black man stole.... or a short white man with a beard stole...now, one could argue that you are labeling the people by their skin color, black, white. but couldnt you also say that calling someone tall is labeling. or having a beard, or even being a man. because you are singling men out, or people with beards out?
