這是因為barriers之後的那個to，是介詞(preposition)，而非組成to-infinitive的to，又因凡介詞後面必須是：名詞，動名詞或名詞相等語，所以這句就用了achieving其實有許的to都是介詞，如：
I am looking forward to meeting you.
I am used to sleeping late.
等等
