When applying for a Chinese tourist visa, must your whole intinary be declared?
I am staying in Shanghai, and am not sure whether I want to visit Shanghai and Xian or not. On the visa application, do I have to declare my intention to visit these places, so I have "permission" to visit, or does it not matter? I need to apply for the visa quickly, but I'm not decided on where to visit yet.

You do not have to be that specific, and you will not be held to what you put down. They are like any other bureaucracy. As long as the boxes are filled, they are happy. List the common tourist destinations, and you will be fine. Just avoid putting down any locations that would raise red flags.
Nope, the visa is just a permission for you to enter China as a tourist. You are not required to declare every single place you plan to visit. However, I do know that you will need to provide information on where you're staying, so your accommodations in Shanghai would be sufficient.

No. Just write Shanghai, or whatever. That visa will be good for the whole of Mainland China (except Tibet) and you can go wherever you like (except Tibet).
Perhaps, do not be too disappointed. China is worth to travel to.
When your visa is issued, it does not state the destinations you plan to visit. The Chinese authorities would like to have a general idea of where you are going. Shanghai, Beijing, Xian, etc. are all common tourist locations so you'll be safe just to list them as your options.
