it is supposed to be a quote by henrik tikkanen
"Truly great madness cannot be achieved without significant intelligence"
however if it's wrong then i may end up with a silly phrase on my back :)

that's not Chinese, that's Cantonese or Taiwanese
because
Traditional characters are not used in Chinese language since 1964...

the sentence structure is wrong...

it might have been:
"having no significant intelligence no way to achieve truly great madness"...

but in fact, madness is a negative word, means being out of your mind as if the brain doesn't word properly or angry...
the word insane is better for the context...
coz insane often means living in your own fantastic world, different from the real...

neither English nor Chinese are your native languages...

I wouldn't get that tattoo. The translation is wrong. Unfortunately, my Chinese is not that good that I can give you a better translation of your phrase, but by just reading the Chinese phrase, it doesn't make any sense at all, let alone mean something similar to the phrase in English.

My advise: don't use Google Translate or other translation sites to translate phrases for tattoos. You'll end up getting something completely different and weird.
