This coming Monday is Victoria Day and there will be huge celebrations in Victoria - however, it seems the weather might not be that nice for outdoor activities. There will be a lot of people in Victoria, so if you want to go there, make sure you get on the ferry early or book a hotel to stay overnight to avoid the traffic/ferry rush. You can take a ferry from Seattle to Victoria. In Victoria, you'll find a lot of eating places along the harbor.

If you decide to come to Vancouver instead, you can simple take the greyhound bus. I think there are buses from SeaTac to YVR. For eating and photo-snapping places, I recommend Granville Island. There's a brewery there, as well as a marketplace, etc.

Bus from Seattle to Vancouver is the cheapest, it will take you from downtown to downtown. To get to Victoria, you will need to get on the Victoria Clipper (ferry) which drops you at the Inner Harbour in downtown Victoria, but it is more expensive and takes longer. You will also need a passport for the ferry, you can get away with photo ID and birth certificate still for the highway crossing.
If you go to Vancouver, check out Granville Island and Gastown. Very historic sites in Gastown with lots of brewpubs and funky restaurants. Granville Island is kinda like the Pike Place market used to be before it became Starbucks Central, and has the Granville Island Brewing Company - great craft brews there.

Been to Vancouver. You can fly cheaply from Seattle to Vancouver on Alaska Airlines. They usually have one ways for $60. Other options is taking Amtrak to Vancouver Station. It's a three hour trip but you will get great views. When returning back to the US, both the airport and train station have U.S. pre-clearance, meaning you will go through immigration and customs before you arrive in the US. This will save you time.

Vancouver is one of Canada's most expensive cities. Please be aware that sales tax is 12% (5% National GST, 7% British Columbia PST). Vancouver has a huge Asian community, however it has great weather, cafes, and is one of the most liveable cities in the world.
