(2x^2 - 3x - 2)/(10 + x - 3x^2)
= (2x^2 + x - 4x - 2)/[-(3x^2 - x - 10)]
= [(2x^2 + x) - (4x + 2)]/[-(3x^2 + 5x - 6x - 10)]
= [x(2x + 1) - 2(2x + 1)]/{-[(3x^2 + 5x) - (6x + 10)]}
= [(2x + 1)(x - 2)]/{-[x(3x + 5) - 2(3x + 5)]}
= [(2x + 1)(x - 2)]/{-(3x + 5)(x - 2)}
= -(2x + 1)/(3x + 5)

You need to clarify whether it is the whole of the left divided by the whole of the right, also whether the 'x' between 2 numbers is an unknown or a multiplication sign.

If it is a multiplication, I would give this answer:

2x2 - 3x - 2 / 10 + x - 3x2
= 4 - 3x - 2 / 10 + x - 6
= 2 - 3x / 4 + x
