This is because of the difference in expansion of the two metals making up the bi-metallic strip. The one with larger expansion coefficient will then be longer than the one with lower expansion coefficient.

It is because the density of hydrogen is lower than that of air. Thus, the upthrust acting on the hydrogen balloon is larger than its weight (result of Archimedes Principle).
