If I host a Mainland China targetted website on US servers do I need to register it?

So apparently all sites in China have to be registered at http://www.miibeian.gov.cn

I started a site at http://www.zhenjiong.com which has servers hosted in the United States. Does anyone know if I would still need to register it with the Chinese internet authorities?

No, you don't have to register it. However, do know that it's been known that in addition to site-specific ban, there's also something call IP-range ban, which means if there's a site hosted on the same server as yours and that site is known to the Chinese authorities as a "trouble" site, your site could be banned, too, because you share the same server IP. There is nothing you can do, but just to keep in mind - if you ever think your site is inaccessible in China and there's nothing wrong with your website - something you can ask your host.

You can let it be first, if the Miibelian wants you to register they will contact you.
