The heat production needs a current. When a current is passing through a resistance, heat is produced.
Electric current in a conductor is due to movement of free electrons in that conductor. These electrons are under rapid acceleration by the eelctric field set up in the conductor. When the electrons pick up speed, they collide with atoms of the conductor and force these atom to vibrate vigorously. Since "heat" is just vibration of atoms, the vigorous vibration of the atoms in the conductor will be observed as a production of heat by the electric current (flow of electrons).
Materails with higher resistance are those with atoms more closely packed. The flow of free electrons will casue more atoms to vibrate vigorously, which leads to more heat to be produced.
