I don't know about the Basic Law of HK or the Laws of the International things, but by the copyright law that every game holds, you cannot extract/rip the data or information out of the original copy of the product you buy, unless it is only for yourself. Sharing the data is illegal, and so is the raw data shared with others. The uploader is definitely commiting a crime, but downloaders...I dunno! I guess you shouldn't get things that are illegal (Raw Data, ISOs, etc.)
