For answer C, given segment A has network ID of 131.107.40.0 with netmask 255.255.253.0 and segment B has network ID of 131.107.41.0 with netmask 255.255.255.0.

Consider the following IP address:
131.107.41.1

Using netmask of 255.255.253.0, it has a network ID of 131.107.40.0 and a host ID of 0.0.1.1

If you use netmaks of 255.255.255.0, it has a network ID of 131.107.41.0 and a host ID of 0.0.0.1

So, from the given segmenting method, you cannot tell which network this IP belongs to. Therefore, this subnetwork scheme will not work.
