No..the flour won't stick. You need to make a batter.

This recipe is great. They come out so crispy, and it has simple ingredients...

***Tempura Onion Rings***

2 large onions, preferably Vidalia or Spanish, cut into 1/4-inch rings
Vegetable oil, for frying
1 1/4 cups flour
1/3 cup cornstarch
1 tablespoon baking powder
1 teaspoon salt
1 1/4 cups ice water
Ketchup or ranch dressing for dipping

1. In a large bowl of cold water, soak the onions for 10 to 15 minutes. Let drain on paper towels.
2. Meanwhile, in a large, deep pot or skillet, heat 2 inches of oil over medium-high heat until it registers 360° on a deep-fat thermometer. Fill a large bowl halfway with ice. In a medium bowl, whisk the flour, cornstarch, baking powder and salt. Add the ice water and stir just until a batter forms. (The batter will be thin, with small lumps and bubbles.) Place the batter bowl inside the bowl of ice to keep cold.
3. Using tongs, coat the onion rings with the batter, letting the excess drip off. Working in batches, drop the rings into the oil and fry until light golden, 2½ to 3 minutes. Using the tongs, transfer the rings to paper towels to drain; return the oil to 360° between batches. Serve with the ketchup.

If you want to make onion rings regardless what type of flour then I would recommend you to:

Place the flour in a bowl
Add water to the flour and stir until you get a paste (not TOO thick though!)
Make sure you have pat dried the onions (of course, already sliced)
Dip the onions into the paste.
Fry until golden brown on medium to low heat.

If you don't have an egg or some milk, you can always season your flour, then mix water in until it gets to a thinner (but not pancake batter or crepe thin) consistency and dredge the onions that way.

If you add cold water to the flour you can - otherwise you will get "onion crisps" not rings.

You could. If you've been to a place that served onion straws, or those really, really thin fried onions, that's how they make them.

* Use a mandolin or food processor to create very thin slices.
* Soak sliced onion in milk for a few minutes.
* Dredge in seasoned flour.
* Fry in small batches, until they float. Remove place on paper towels to drain excess oil.

Seasoned flour can just have salt/pepper in it, or any mixture of powdered seasoning, like seasoned salt, garlic powder, etc.

The larger onion rings usually use a batter of flour, milk or beer, and the same seasonings. An egg can be added, but will make the batter thicker, and more cake-like.

Onion Rings Recipe with egg batter, deep fried.

1/8 teaspoon pepper
1/2 teaspoon baking powder
1 egg, well beaten

Wash and peel onions, cut into 1/4-inch thick rounds. Separate rounds into rings. In a bowl, combine flour, seasonings, and baking powder. In a measuring cup, whisk together egg and milk. Add milk mixture to dry ingredients, blending well. Dip onion rings into batter, then drip into deep fat at about 365°. Fry until golden brown, turning to brown both sides. Remove to paper towels or brown paper bag to drain thoroughly. Sprinkle with a little salt before serving. Fried onion rings recipe serves 6 to 8.

Yes, if dip them in milk and eggs first. Then the flour - works every time.

One egg with 1/4 cup milk mix well, dip onion rings in that, then the flour.

2-3 lg. onions, sliced into rings
3/4 c. cornstarch
1/4 c. flour
1 tsp. baking powder
1/2 tsp. salt
1/4 tsp. pepper
1/2 c. water
1 egg, beaten

Mix together well, all of the above except onions. Dip onion rings a few at a time in batter and fry in 1 3/4 inch of heated oil in large frying pan or deep fryer. Fry until golden brown, and drain on paper towels.
