Why did the people who made the tor r use shaymin event decide to not do oak letter?

I read a FAQ on events and they said that at a toys r us event they would give you a "oak's letter" that would enable you to go shaymin in the game on an extended path and catch it. But instead they gave it to you as a mystery gift and "downloaded" it into your game. Why did they change there planes.

They gave one to you as that's the only Shaymin which can be turned into its sky forme in pokemon platinum. They never planned to give the letter out at an event, they are however going to distribute the letter over wifi for a certain period of time. The date for this outisde of japan has yet to be announced.
