how to prevent razor bumps?

On my thighs, I have many bumps and blemishes from shaving. Waxing is kind of pricey for me but what can I use and do to prevent the razor bumps? Also, what can I do to get rid of the blemishes so my skin tone can be even and smooth?

Brand spanking new razors, some razor burn prevention lotion (they make it!) and proactive. <3

I was looking through a magazine when it explains how cheap things come in use especially during this credit crunch.
Katie Price aka Jordan actually uses hair conditioner (the one that you normally use to wash your hair in). She applies it to her legs and shave. The hair conditioner acts like the shaving cream and moisturizer. So it would prevent from razor bumps.
