Ag is a reducing agent, but the reducing power is weak. When Ag acts as a reducing agent, it is oxidized to Ag+.

The reducing power of a metal depends on its reactivity. The more reactive the metal, the stronger its reducing power. For example, potassium is a strong reducing agent, but gold is extremely weak reducing agent. On the other hand, some non-metals are rather strong reducing agent (e.g. charcoal).

Therefore, NOT all metals have stronger reducing power than non-metals.
