Hong Kong do not have Chinese laws. They still retain mostly British laws from when it was a British colony. Hong Kong ID's changed to smart card a few years ago, meaning it now has a chip embedded on the card, very difficult to forge. Probably cost a fortune to get a fake on.

I was there when I use underage and they never carded me. But, I am white, so maybe they assumed I was old enough. Either find someoen to buy for you or wait.
